Id is seriously awful for that if you're not zoomed in sufficiently; zooming in more or using a different editor like JOSM may help.

Arguably that could be highway=track or highway=service, surface=unpaved, motor_vehicle=private.

State highways should be secondary except in extenuating circumstances giving them characteristics of a more major road; links always inherent the link version of the more major way they connect to.
