Please try to map new streets with the ways connected how one would reasonably predict names to be added. This allows other tools like StreetComplete to be more readily used by people adding the street names in the field.

So public property with differing jurisidictions at either end. At a minimum, pointing out that it could be signed better at the intersection to clarify access before committing to it would probably be smart.

OK, well, with the absence of signage, I think it's mapped right for now, though isn't it public access at both ends by virtue of being a public park and a city cycleway at the other end? Might be something to bring up with your city councilor.

No, it's literally how the street's named. Bixby and Tulsa just tend to have inconsistently crap signage. Within BA, Tulsa and Bixby, everything starts with North/South and ends with East/West, with the name sandwiched in between.
