io farei in modo che la realtà sul luogo ha precedenza, tenendo però conto anche della parte amministrativa: se il cambiamento è solo avvenuto su carta (atti amministrativi, delibere ecc.) lascierei il vecchio ref in ref e metterei in official_ref il riferimento ufficiale. Se invece la segnaletica riporta sia il vecchio ref che il nuovo, allora cambierei ref in quel riferimento nuovo. Il valore del vecchio ref invece lo metterei in 'old_ref' in questo caso.
