If you look at Ireland British War Office 1:25k GSGS 3906, you can also see the route it takes / used to take.

In general, if a highway=* only leads to farmland, forestry, a bog or quarry, and has NO utility for the general public, it gets mapped highway=track. If it leads to an individual farm or house, then highway=service. If it leads to more than one farm and more than two houses, I would then use highway=unclassified
