Please note that since this node is in NYC, USA, the local language here is English. Therefore name= tag is supposed to be in English.
Also "INEE" part must be removed from the name tag go into name:short= tag.

Nothing is wrong with StreetComplete.
It already asks mappers to tag only relevant sections with height tag and it has an ability to split a way specifically for that.

I'm not sure what documentation you are referencing, but highway=stop#Tagging_minor_road_stops is pretty clear on how to map things. Putting stop signs at stop positions is a perfectly valid and more detailed way to map than putting them at way intersections.
Further more, it is the only correct way to tag them where only 1 road has to stop.

This needs to be corrected since data consumers, especially routers are affected by this.

It is inappropriate to tag the whole buildings as a biz if that biz occupies only part of that building. Such biz must be tagged as a separate node.
I tried to correct it, but the website of this company blocks the ability to copy/paste any text such as phone numbers and hours. This is absolutely idiotic and moronic thing to do in 2023. I'm not going to manually retype all that info.
If you know them, tell them to fix this. Otherwise, feel free to submit accurate data yourself.

NYC buildings look fine in F4, streets.gl, osmbuildings, mapbox. Some how more details, some have less. Some could be improved. But it's hardly "a real broken mess".

I think you are misunderstanding the statement you quoted.
Yes, if there's a way with building:part=yes exists within the perimeter of a building outline, building outline is not rendered. That's not broken. That's by design.
It is so that the whole building can be correctly and accurately represented by all the necessary building:part=yes ways.
