Please note that this edit is incorrect and will be fully reverted.
public_transport=stop_position is a different element from public_transport=platform.
As documented on osm.wiki/Public_transport, a properly mapped bus stop should consist of 3 elements, a =platform where passengers wait, a =stop_position where the actual bus stops on the way, and a relation combining the two. In this case you modified a =stop_position of bus stop number 306005 as can be seen on https://bustime.mta.info/#%7B%22label%22%3A%22306005%22%2C%22value%22%3A%22306005%22%7D and created a bus stop which does not exist at all.

OSM can be pretty complicated by the fact that it needs to be flexible enough to handle as many as possible of different situations in the real world. Starting off with things around the areas you are most familiar with is a good start. 👍

It seems like, surprisingly, OSM doesn't have a well-established tag to encode the start of construction. 🤔🤷‍♂️
The closest I was able to find is construction_start= tag, but according to https://taginfo.openstreetmap.org/keys/construction_start there are only ~200 uses of it world-wide.

So while using that tag wouldn't be wrong, it's unlikely anybody would actually take advantage of that information.. unless there's a massive increase in popularity of this tag.

You can simply merge them. Select both, that small segment and the rest of its sidewalk and either right-click to select "Merge" or press "C" shortcut(for Combine).
If there are any conflicting tag values iD/Rapid won't let you do that and throw a message at the bottom of the screen. If that happens simply make sure conflicting tags are matching and the rest should just work.

Instead of outright deleting a closed biz node, it's much better to use lifecycle prefix tags as documented on osm.wiki/Lifecycle_prefix
Doing that not only preserves history of this object, if there's ever a need to refer to it later, but it still allows this address to be searchable and routable. Just because a biz closed doesn't mean that address is gone too.
