Proposed features really shouldn't go into OSM. OSM is a map about what's in the world NOW, not how it's going to be at some point in indeterminate future.
What's the use of having non-existing features on the map? Once the project starts and they start digging, I can see the map getting updated as it progresses. But having the whole thing there while it's going to take 5, 10, 20 years to complete is unnecessary map clutter.

Most of these features appear to be incorrectly tagged.
Handball is not the same sport as American Handball

Rather than deleting a feature and creating a new one, it's generally better to edit existing feature to be up to date. Doing that preserves history of that object which can be useful to refer to in the future.

You could use iD editor's builtin Bing street imagery to try to figure out the missing info, if it's recent enough. Alternatively, nothing beats in-person surveying. 😊

Please note that when you are adding feature names, they should not be abbreviated. ie instead of "Dept. Store" it should be "Department Store".
Also when you are adding phone numbers, they should be separated only by space or -, not ( ) or any other characters. Additionally, they must have country prefix (in US it's +1).

Hello.
In general instead of outright deleting and creating a new features, it's much better to update existing features to their current state. When you delete a feature in OSM its history gets destroyed, which sometimes can be useful to refer to at some point in the future.
Also when editing buildings in NYC, please take care to preserve nycdoitt:bin= tag, where appropriate, since it refers to a unique id of each building in NYC's official building database and makes it easier to look up metadata about those buildings(like constructions date, height, number of floors, etc).

In the future please split such edits into separate ones grouped by geographic region. Doing that makes it much easier to review your edits and spot any potential problems. Plus people between the 2 edited regions won't get unnecessary notifications about unrelated map edits.
