Please note that putting "Proposed" into feature is wrong unless that is actual feature's name.
If you want to map a feature that is being proposed, you are supposed to use lifecycle prefix as documented in osm.wiki/Lifecycle_prefix.
Or better yet do not map it at all until it actually does exist. Mapping features that might be created at some indeterminate point in the future is not very useful to the users of the map NOW in the present.

Rather than delete-and-recreate, whenever possible, it's generally better to edit existing features to be more accurate. That way preserves history of objects, which sometimes can be useful to refer to.

So rather than deleting the whole POI node, it's much better to use lifecycle prefix as documented in osm.wiki/Lifecycle_prefix. Or at the very least to delete biz-specific info and leave just the address node(with either the correct address here or move it to the right location). Doing that not only allows that address to be searchable, but also preserves history of that object if there's ever a need to refer to it in the future.

If larger polygon overlapped smaller ones then we'd see nothing but the polygon of US or whatever is even larger :)

Also are these the only 2 buildings this college occupies or is there more? And does it occupy the whole buildings or just part of them?

Or just simply add appropriate tags on each indicating what they are and who manages/operates them.

I don't think it's correct to create multi-polygon relation into "traffic islands". The way you mapped them, semantically inside areas become NOT "traffic islands". It is perfectly sufficient to map one area inside of another without creating a relation out of them.

Also I'm not even sure all those areas are correct to map as "traffic islands". They do not match the description as documented in traffic_calming=island
