Roads are added as ways on polygons. (Technically, roads can be added as polygons but then routing and other such features won't work.) Also, we don't really have living streets in the US. I changed it to a service road.

This app requires that I review everything as good or bad. There is no in between. When I mark it as bad, it may only be that it doesn't fit the OSM tagging scheme. I'll leave a changeset comment with what I found.

If I read the project correctly, this road is still under construction. https://www.piercecountywa.gov/2846/Canyon-Rd-E-208th-St-E-to-200th-St-E . It should be tagged as highway=construction + construction=secondary.

If this is correct, please update the tags to show the status. Also, in OSM we spell out street names the reason is that software has a hard time unabbreviating.
