At least in the US and Canada, there's an understanding that the only time lanes=* should be tagged on a street with no painted lanes is where the lines are missing due to lack of maintenance. These streets, lanes=2 isn't appropriate because there's no lanes nor evidence that lanes were ever painted.

While I understand the COG's ideas are a bit aspirational, these tend to be pretty minor roads. You updated 88th Street to tertiary, for example, and I'm not even sure where the COG is getting that idea considering the only thing that really seperates it from any other side street in the neighborhood is that the 112 bus cuts over to Delaware because it can't make the sharp curves on Lewis south of 88th if traffic turning left is present.

Yeah, it's nowhere near as far off as Portland, Oregon was, though. My god when I was the only serious editor there, that was like, "Why did we ever import this?" bad.
