Is this road is now open to vehicles?

Hello Flyer,

In this edit you have updated the pump facility under Shmaryahu East interchange.
It is a large (75 meter) structure. However, it does not appear in the drainage plan:

Satellite imagery show traces of a round structure where the new road now exists. Perhaps there was a storage tank that no longer exists?
Is there another way to verify the existence of this facility?

Future roads do not use the "highway" tag. As long as the road is not open to the public, the "construction" tag is used instead. See
highway=construction

I understand that this is your first edit, and that you may not know all the mapping rules.

The Israeli community agreed to use the road sign color as the only source for determining the "highway" tag, and documented this decision in the Wiki (
osm.wiki/WikiProject_Israel#Inter-city_Roads ) :

> First rule for numbered roads: The category is determined by the color of the sign

The highway tag for roads with blue road number should be motorway regardless of the speed limit. The speed limit is mapped in the maxspeed tag.

The standard format for the "seamark:light:sequence" tag is a sequence of numbers, such as "00.8+(02.2)+00.8+(05.2)".

For node/2239831626 the value is "PA".

Can you help me convert this to the standard?
