Hi, adding city boundaries is fine - but without the right tags this does not make sense.

relations for admin boundaries MUST have:

type=boundary,
boundary=administrative, name=X, admin_level=Y

they don't need addr:country, addr:city, but if you like ...

and the usual code for zip is postal_code=

QGIS is free, running on most systems incl win. But i'm running ubuntu. Really great tool.

now there are overlapping county areas - the real counties and this stuff,. that can't be true.

please change that to something else.

deleting objects to replace them by newer/better objects will destroi the history. and that is not good.
