Can someone confirm the change from South Bell Street to (no directional) Bell Street here?

Is this really North Trice Street? Other roads do not change until crossing (West/East) Montgomery Street (further north).

This is actually two separate buildings. The 10-story building is 3331 and there is a two-story building 3313 that appears to be either originally built as a house or a small Office space.
