A memorial is a orthogonal property to something being a monument.
A memorial can be huge (like Brāļu kapi in Rīga), or it can be a 10x10 cm plaque on a wall. This could be a good topic for the Zulip chat, too :)

Yeah, we pretty much always use man_made=water_tower, as it can be impossible to survey usage, and because they work as major navigation aids.

You can also improve ways manually by dragging the nodes, adding nodes directly, dragging segment midpoints etc. You can use tools like https://josm.openstreetmap.de/wiki/Help/Action/Extrude and https://josm.openstreetmap.de/wiki/Help/Action/ImproveWayAccuracy .
