Why are you coalescing all of the reidential areas into one large area that includes the roads? This is not the pattern generally used in NZ where residential areas are split at roads.

If so the correct way is to remove the way itself rather than change the tagging. Alternatively if it is just not a building then the tagging should be changed to refelect what it is

Welcome to OSM and thanks for your edits. Generally the practice in NZ is to map sidewalks by adding sidewalk=both|left|right tags to the road way rather than drawing as seperate ways. This make it much easier to maintain a topology suitable for routing. See sidewalk=*
