The normal practice in New Zealand is not to add sidewalks as seperate ways but instead use the "refinement of highway" approach where sidewalk tags are added to the parent road instead. See sidewalk=* Using that method it is generally much easier to maintain topological correctness for routing.

Then it gets a bit fuzzy. My approach is to map as a seperate way if the gap is roughly >4m or not strictly parallel but it's a value judgement.
