Hi! Unless I misunderstood https://community.openstreetmap.org/t/nazwy-odnog-ulic-osiedlowych/140460/2 , there are no rules here but rather preferences. I've replicated street name from address plates on the buildings. If there are indeed rules, can you please help me with the link to a wiki? Thank you!

Fixed by replacing description with service tags

@OpenStreetMap-WP Hi, can you please move the POI to a new location nearby? It's now close to the Shell fuel station building itself - it's southwest wall (to the right of P yellow node). Thank you! As per OSM, it looks like only creator of the POI can move it.
