The licence conditions at https://www.acma.gov.au/radiocomms-licence-data would seem to me to be unsuitable without getting explicit permission to use in the OSM.
I am not legal qualified to decide.
Probably the best course of action if you want to get it into the osm is to contact the osm data working group via data@otrs.openstreetmap.org or start a new enquiry about it’s suitability and the process to add it on our community help site https://community.openstreetmap.org/

Can you check the name in person as it seems to me that part of this street is called Donaldson and part is Frazer.
