They are the experts in advertising their branded fuel names like "v-power". We usually convert them to what they really are like "octane_98".
What Shell sells in one place under this name might be completely different from what they sell somewhere else.
In most places this information is required to be shown at least on the pumps themselves.

"state" was used just once on all the railway signals in the world before your recent edits.

Mostly key names are either singular or plural and don't change their form depending on if there is one or more values.

It might be better to have a clearer difference between the two keys which is not just an 's'.

it's not common to prefix the gtfs codes with a country code. Usually it is added at the end, mostly combined with a region of operator information.

some just have a "area=yes", but not a building tag.
You can add some descriptions, but better use a common tag. Either "note", if it is information for mappers, or "description" if it might also be useful for others.
Some of the comments look like a bit too subjective to be of real use in OSM, but the real facts can for sure be there - and also deserve the proper tags like roof:material or building:colour.
