it seems this import has several issues:

- key values are oui/non instead of yes/no
- you invented new tags like these:
pupils = 350
pupils:female = 150
pupils:male = 200
toilets:number = 0

For all of these there are other tags already in use that should be used instead, e.g.
education:students
education:students_female
education:students_male
toilets:num_chambers
