Usually we use 'permit' only if it's possible to get a permit easily for most people, but this doesn't seem to be the case here.

In OSM we have to use a well-defined set of tags to allow all the software tools to understand the data and e.g. show it on maps.
Also, our database in case sensitive, all keys have to be in lower case (with
very few exceptions). Please have a look to the OSM Wiki to find out which tags are in use.

ich denke nicht dass es eine gute Idee ist, die gesperrten Routen mit 20 neuen Keys zu versehen, die sonst nirgends verwendet werden.
Besser sollten sie mit den üblichen Tags wie "access" und "opening_hours" versehen werden um die Sperrung einzutragen.

Außerdem scheint keiner der Wege in den Relationen durch entsprechende Tags gesperrt zu sein. Wenn das gemacht ist, ist auch die Sperrung der Routen-Relation überflüssig.

Das conditional ist genau richtig.
Ein Verbot im conditional zu überschreiben und aufzuheben geht mit "no" oder "none".
