After some more discussion and research, it seems that the pedestrian areas in question are mistagged. The pedestrian areas tagged with "highway=pedestrian" + "area=yes" shaped linearly (for example Hauptgasse, Gurzelngasse) should be tagged with "area:highway=pedestrian" instead. The non-linearly shaped pedesrian areas tagged with "highway=pedestrian" + "area=yes" (for example Friedhofplatz, Kronenplatz) should be retagged with "place=square".
Would you be ok with me making a changeset to fix this?

My High German writing skills are unfortunately not very good, so I will answer in English.
Apologies for not waiting long enough for your answer.
I have asked for advice on the OSM World Discord, and the general consensus appears to be that mapping linear highways alongside highway areas (highway=* and area=yes, not area:highway=*) is good practice.

Due to lack of a response, I have gone ahead and restored the highways.

Bicycles are allowed by default on Oregon motorways. Are you sure this does not apply here?

In this changeset it looks like you deleted a few pedestrian highways in the Friedhofplatz area. I believe these are required for routing purposes and not considered a violation of OSM's "One feature, one OSM element" policy. See osm.wiki/One_feature,_one_OSM_element#:~:text=Object%20oriented%20vs,with%20different%20purposes. for more details.

May I ask why you deleted them?
