On the West side coming from South Schell Street there are signs saying no turns onto Kater Street. On the East Side there is a sign on the stop sign saying it's a one way flowing West to East. This would create an un-routable way for vehicles.

But aerials show there are vehicles on this street.

Does anybody know how this street is used?

The place has gone or never existed. A user of Organic Maps application has reported that the POI was visible on the map (see snapshot date below), but was not found on the ground.
