Hi,
if you have a look at the osmi view you see the map with dark blue lines which mark the overlapping ways. Klick on one of them and then you will see a list in the right upper corner of this window, where the errors are shown and an option is given to edit the error directly in your favorite editor (ID, JOSM). Press the respective button.
Once your editor has opened just remove the duplicate way (or the duplicte ways). Your editor normaly will also show an error if you don't fix these kind of errors before uploading.

Btw. I have difficulties to understand how the changed data (national park) is connected to your log comment (time zone).

As you are using JOSM this kind of error can not get into the database if you watch the error messages of your editor.
