I like to recommend to upload changesets in smaller chunks so the are easier to repair if something goes wrong. Generally I also recommend do avoid using ID while working on relations, because there is no feedback on errors like this. Use JOSM instead.

May be you like to educate yourself about same relation basics, e.g. what is the meaning of the roles etc.:

And ID is not a good editor for relations at all, may be you could just use JOSM instead.
