there is a proposal for hail_and_ride in the wiki:

So it seems to be official but JOSM does not support it and OSMI doesn't know it as well.

I have fixed those meanwhile, but I strongly recommend to use JOSM instead of ID as an editor dealing with relations, as JOSM one shows error messages if something goes wrong like here. I also recommend to read the documentation about boundary relations in the wiki before you edit anything like this again:
