As there is no way visible on the satellite images, I am wondering what kind of way this is as it has layer=1 and crosses several ways without connection. Is this in reality a bridge?

The solution would be to split one of the overlapping ways and to delete the doubled segment. But coming back to my question, is the new way a track (vehicle drive way) or a foot/bike path?

Are you sure, the added way is actually "track" and not a "path"? On the satellite images I cannot see any track.
