They are, but not on all renders. This render doesn't process place=city_block (too small place in hierarchy). But geocoders show all info, you can push right click -> show address. OSMAnd shows them.
But, in general, it's not a good practice to assign names to landuse=residential, because, in this case, it's officially recognized city block name
