Most of these roads are directed to private or residential sites, due to this point I used highway=service. About using highway=living_street tag in general, we can't use this tag at all except territories limited by "Living zone" road sign. Yes, you're right, some changes were incorrect and require another tag, I revise this changeset later

Simply don't mention NAPR. Using their data is in the gray zone, we tried to request explicit allowance for using in the mapping, but without any result

Я покрыл Галский и Ткуарчальский районы. Использовал вот такой справочник (http://apsnyteka.org/4105-Chirikba_V_Slovar_geogr_nazv_Abhazii_i_dr_stran_2022.html). Но да, задача сверхдушная, так как в осм названия у населенных пунктов в разбросе с советских до современных (между двумя этими точками есть объединения, множественные переименования и прочее)

А если готовы взяться за актуализацию и нормализацию названий населенных пунктов в Абхазии, буду очень благодарен
