Yeah, that's a tough one. I would agree with removing "Lanes", and since there are official documents, then Express and Local are fine

So the correct way to do it is access tags (hgv, goods, bus depending on the restrictions of each lane), that way routers will understand which lanes to go in.
I guess having non-standard roles probably won't break anything (although routers can use it if it's correct osm.wiki/Route_directions#Software_support) but it's mostly just pointless to have a non-standard value because nothing supports it and that value is never shown to users.

I'm not sure that this is correct, as far as I can tell, "Jeffries Local Lanes" and "Jefferies Express Lanes" are not actually the name of the highway and appear to be tagging for the renderer. Can you clarify if the highway is actually named that or not?

Overall this looks good! The one thing I noticed is that you need to trace houses better, the areas in OSM need to be the same shape as the house, not just rectangles. Also I'm not sure this is correct way/1135305074, tourism=apartments means like a vacation house, i think you meant to put building=apartments because it's an apartment building?
