The new guidelines prioritize network importance and routing over labels and designations. So, the Old 31 route is a primary highway because it connects several small towns, and I made the business route through Hart a secondary because it's not as important as Old 31, but it is still going through the center of town.

If you're a local and disagree with me downgrading the business route to secondary, I'm fine with you changing it since I don't have local knowledge. But it needs to be a primary based on its importance to the road network, not just because it's a business route.
