This is an attempt to solve note/4873095

It renders closer to the way I expected in the mobile app "Go Map!!", though as a circular path instead of an area. Maybe that's more correct though?

The circular surface area isn't rendering quite the way I expected on the osm.org slippy map; it's probably not tagged correctly.
