I'm not sure about this one, the general area seems to be called Praroman. If we trust http://henrysuter.ch/glossaires/topoP3.html#Pr1 this is after some person from Praroman village in Fribourg (Q1385179), but it doesn't seem either wikidata ID is justified.

I assume you need this connection for routing (although there already is a pedestrian area mapped)? It's probably better then to add them for all paths, I did that here: changeset/100911396

What were you trying to achieve in this changeset? You added the highway=footway tag to the residential area boundary line which doesn't correspond to any paths or streets. I removed this in changeset/100446919.
Let me know if there are any missing footpaths in this area that need to be added. Thanks!

Somehow my comment disappeared: I added missing ways to the TL 17 relation to fill gaps.
