​You are correct, Kaklebi has no relation to the Bagebi settlement. Kaklebi sits between Tskneti and Bagebi. It’s an upscale residential area with massive private houses. Unlike Tskneti, which is mostly summer houses, this is a permanent settlement where most owners live year-round. I'll try to find the exact borders, maybe by asking locals what is considered Kaklebi and what isn't.
