In this case there was a very detailed request from user that looked truthful and data from Here imagery as an additional source

We change road names if we receive a detailed request from users, sometimes a photos from the area with a sign of the name of the street itself or road construction scheme where legal names are indicated.
Also use street-level to search for names on the streets - Bing Streetside, Mapillary, KartaView. We have North American Roads, Interim National Multimodal Freight Network.
