Kilbarrack Road is in a deep cutting under the railway and there are steps / ramps. The only pieces that I have mapped are those that connect different roads / carriageways.

admin_level=8 represents subdivisions of counties that are used for electoral constituencies and council area committee purposes. They have no 'capital city' equivalent. Their administrative centres are likely the county towns, not somewhere within each of the admin_level=8 areas.
