I personally prefer area:highway=* but its not properly supported yet and there are some who swear by the area=yes tagging so I wouldn't mess with it usually.

I was looking for the specific osmose issue that proposes to remove area=yes from highway=pedestrian ways but I couldn't find it. Can you link it?

admin_level=2 is reserved for countries

highway=pedestrian isn't inherently an area so you can't just mass remove the area tag.
