im the member of Tandale Mapping group using Open Street Map,i like the way how people from different parts of the world such as Hait shares their views with others like from Tandale in Tanzania.It seems the program is very usefull to community members living in this world and it is user friend to all.Much respect to WORLD Bank and Ground Truth Initiative for their support on how to understand this program

In addition to the World Bank, there are other organizations which can help develop improvements.
http://www.ted.com/talks/sasha_dichter.html - this is a video where Sasha Dichter talks about projects in India.
If water and sanitation are the main issues facing Tandale, then perhaps the investors can fund a startup company which can solve a sanitation issue, or a water supply issue. Perhaps a water bottling factory would improve things.
