If a way hasn't uploaded (i.e. negative id), but the '!' icon isn't showing up... unplug your network cable (or turn your wifi off). The '!' icon will appear, either immediately or when you pan the map. Reconnect, click the icon, and upload.

I should probably fix that more elegantly.
