You are wrong, some people are using it reguraly. I would not advise riding there to anyone without enough experience, but OSM is map and it should stay with facts not what you would recommend to others.

I re-tagged it with bicycle=yes, because it is the only factually correct way. It is tagged as highway=primary which should. There are other tags which would describe the better the conditions of the road such as "width". I am not sure if there are for example tags referring to bussiness of the road.

There is no access restriction for bicycles in Wilsonova. Please be more careful with your taging.
