You drew two ways between Lai Kok Estate Bus Terminus and Lai Kwai House, but from the aerial imagery, one of them seems just the tactile paving on the other. If it's the case they should not be drawn separately.

Instead, when you split a way with relations, you should first download all ways immediately connected to the affected way(s) in the same layer. Otherwise, JOSM will only re-arrange relation members according to the direction of the way you have split.
