Because OSM is supposed to represent real world the way it is NOW, not how it was in the past. Various lifecycle tags should be applied to recently changed features, not historical ones. Looking at various satellite imagery, this chunk of tracks is missing since AT LEAST 1994, that's almost 30 years ago, maybe even longer but I couldn't find older imagery for this area.
If you want to map this track segment, add it to openhistoricalmap or wikidata, but such old non-existing features shouldn't be on OSM.

That pdf seems kinda inconsistent about names too. Is 9B not "cargo shed" or just doesn't have the longer name because didn't fit in that polygon in pdf?
