For way/803981807, shouldn't "Midday Yard Lead" be part of a description or note tags, since as documented in osm.wiki/Names#Names_are_not_for_descriptions name tags shouldn't be used for descriptions.

Is the stuff documented in that pdf already on the ground or is this what they are planning to do?
If planning, landuse=industrial for now and update to =construction once activity starts. If there's already some construction then obviously =construction.
I'm not sure if what you added is the proper name of that whole area. I'd remove that name from the area and perhaps move it to the description field.
If it already exists, I'd tag only the Y-shaped feature near Nelson Street(page 36) as ventilation shaft and give it that name.
