Thanks for the insight. the null value has been deleted.
The following tags have been referenced from TagInfo [https://taginfo.openstreetmap.org] and according to that reference the tag is not depreciated as yet.

toilets:access=public.

Please help clarify about the tag in question and a future resource that can be used to reference for uploading data.
