I was not sure whatever this change is justified here. I retagged places in Poland (long time ago) because I was able to be nearly certain about this mistake.

- if it's to prevent the problem, since it's a new one using iD, isn't it rather to iD to be improved? iD's presets and auto-fill are made to hide the technical detail from the user, I'm sure he'll answer "iD suggested it to me". a rule in iD and josm would also avoid new cases.

AFAIK iD is not suggesting "beton" as surface value and it was entered manually.

JOSM in general is not accepting rules for very rare mistakes (and surface=beton is now nearly at zero, never went above 1000).

I agree that landuse=landfill + informal=yes is also not ideal.

But naming of amenity=waste_dump_site is also problematic as tag name is not making clear that it is used for illegal locations.

I created amenity=waste_dump_site to document this tag.

Maybe landuse=landfill + informal=yes would fit in such case? See landuse=landfill "Unofficial dumping grounds"
