From what I see (for example at node/424313760/history#map=3/64.96/-76.11 ), "would fall completely outside the boundary area" is not a problem.

Note also "label in the center of the bounding box" is the stupidest possible algorithm and there is plenty of smarter ones.

In general label role is explicit manual label placement - and preferable label placement will differ depending on a map, single position will not keep everybody happy.
