You can't move road like that because then you also change the shape of the roads/objects connected to it (e.g. East Street). You have to disconnect it first -> move -> reconnect. (Also you moved it on top of existing road) Fixed here: changeset/105380662

There is an initiative to unify roads classification in US (draft: osm.wiki/United_States/Highway_classification) you might be a good person to be a CT representative on this.
