Using a relation might be an idea, especially if the tagging is (or was) different for different sections.

If I recall, there's a limit on the node-count of a way. Thus, long (or bendy) ways must be segmented and a relation used to associate the segments.

For the various on-street parking, it would be better to split the way & tag the relevant segment (parking:lane:* & parking:condition:*). There are already renderers for displaying such parking.
