Sorry what's the problem here? The provision of osm.wiki/w/index.php?oldid=1207438 doesn't mean only this is to be used. (kerb=* seems not well written) osm.wiki/w/index.php?oldid=840159 (around the same time) specifies it can be used on points, which indeed more than half the usage is.
