Please observe this territory. Here there's no lower administrative boundaries implemented, so these are information needed and commonly used (more so than street + house number) to describe the place. `landuse=` and `place=plot` areas alone aren't reliable or explicit enough.

It's not a `place=city_block` btw.

At a glance, I saw it has been used before in node/4380701777/history and node/7130431683/history. It's a direct application of `place=plot`. Not sure if it is considered in addressing (by geocoders and editiors alike), so thought I should tag it explicitly. Moreover, the names are commonly used.

Use `description:zh=` for these if you are unsure what to tag.
